SOCIAL PROTECTION OF THE POPULATION IN THE CONDITIONS OF LOCAL GOVERNMENT REFORMATION

The article reveals the essence and basic values of social protection of the rural population in the context of the reform of local self–government. The activity of local self–government bodies concerning the organization of provision of social services at the level of the territorial community is analyzed.
Nowadays the system of local self–government cannot fully meet the needs of the rural population. The work of local authorities in some territorial communities cannot sufficiently support and provide favorable living environment that is important for the comprehensive development of society, protection of rights and freedoms. There are not enough opportunities to create appropriate high–quality institutions and organizations to provide social and other services in rural areas.
In this article we try to highlight the main directions of social protection of the population in the context of reforming the local self–government of rural areas.
The concept of reforming the social services system in Ukraine of April 13, 2007 provides for an increase in the role of local self–government bodies in planning, financing and providing social services. This concept includes the decentralization of social services, in particular community–based concentration, the reform of large institutions and centers, and the provision of services to the place of residence / stay of their recipients in order to preserve and / or restore social and family relationships on the ground. The level of responsibilities of local self–government bodies for quality, financial support, volume, choice of provision of social and administrative services is increasing.
The purpose of this reform is to ensure the ability of local self–government bodies, with the help of personal resources, to solve issues and problems of local significance. It means the mobilization of internal reserves and the provision of greater resources to the local communities.
The reform of local self–government bodies highlights the association of territorial communities. Enlargement is due to the fact that local communities do not have enough funds for their development, but due to the unification we have a good opportunity to combine efforts and opportunities to move towards development. Therefore, this reform of local self–government, taking into account the positive experience of both European and own historical experience, forecasts the mandatory unification (consolidation) of territorial communities.
Social protection of the population includes economic, social and legal measures and a set of their institutions that provide equal rights and opportunities to maintain a standard of living for citizens, and support individual social groups.
This is a set of legally–established safeguards that counteracts destabilizing factors. "Social security is responsible for a system of measures that protects every citizen of the country from economic and social degradation.
Local self–government bodies have significant powers in the field of social protection of the population. The Law "On Local Self–Government in Ukraine" details what particular issues fall within the competence of the executive bodies of village, town, city councils.
The system of social protection has broad strategic objectives related to the political, economic and social spheres. The social protection system has a significant impact on the stability of society, on the development of human resources through the maintenance of well–being, the stimulation of consumption, on social development in general, and occupies a prominent place in the policy of a social state.
In order to eliminate the consequences of negative structural changes in employment and its increase, it is expedient to pursue an active policy of social protection of rural residents which should be based on scientifically developed principles taking into account territorial features. In this context, at the state level, it is necessary to work out the Program of employment of rural population in accordance with market mechanisms of its formation, with the definition of the priority measures for redistribution of workers between different organizational and legal structures, territorial sectors, labor–insufficient and labor–intensive regions.
Nowadays Ukraine has provided social guarantees in accordance with the provisions of social policy. Citizens have equal starting opportunities: since only social justice serves the emergence of solidarity among citizens in society, creates preconditions for social consensus, interaction. Social infrastructure is a special link of the state complex that meets public needs.
