Correlation of social phenomena "public space" and "state"

The subject of the study in the article the public sphere in the theory and practice of public administration from the middle Ages to the present time. Differentiation of the public sphere are considered on the basis of the evolution of the institution of monarchy in the process of bourgeois-democratic transformations in Europe and the United States, the transition from the concept of the feudal caste of the representation of power to the bourgeois-democratic concept.
For purposeful control of the communicative processes in the sphere of interaction of state and civil society is imperative to understand the different dialogical types. The analysis of the classical liberal model of the public sphere and the public sphere in the formation of the welfare state in the twentieth century allows to reveal the role and importance of media in the development of publicity of public and state actors. The research methodology includes the use of historical and logical methods based on the study of the theory and practice of public administration to trace the formation of the public sphere, as well as identify its main elements and the relationships between them.
The main conclusions of the study are the following: the public sphere is largely dependent on the representation of power in terms of information governance and the development of mass media in the conditions of mass democracy; the power of the state assumes the functions of coordination of public space and public policy; and the consolidation of public power in a networked public space; overcoming "refeudalization" the public sphere possible through the attainment of the state and society new political compromises; public actors need to receive continued support from the community in a crisis of publicity.
