Education management: changing the management vertical

Abstract

The article emphasizes the need for educational reforms to ensure quality education, the importance of changing the management component with a gradual transition from public to public administration, involving the local community in supporting educational reforms.

The understanding of the heads of educational institutions of the need to implement educational reforms, their timeliness, theoretical and methodological justification for reforming educational institutions, attitude to the declared reform processes on a parity division of powers between the state and local community is analyzed.

It is proved that the practical results of educational reforms, in particular in general secondary education institutions, depend on the managerial competencies of the heads of these institutions, which include knowledge of theoretical reflection on the experience of education, management, upbringing; on the issues of philosophical and anthropological substantiation of the coevolution of educational institutions and modern society; culturological aspects; synergetic processes; interdisciplinary approach; national culture and integration processes in education; entry into the European educational space.

The conclusions based on the results of the experiment summarize what are the causes of poor education, including: unprofessionalism of scientific and scientific-pedagogical workers; weak material and technical equipment; lack of modern computers; disinterest of pupils and students in education; overload of students and teachers; lack of options for individual educational trajectories; lack of prospects for further decent employment and suggested ways to use effective mechanisms to improve the quality of education in advanced training courses in regional institutes of postgraduate pedagogical education.
