Implementation of the mechanism of public administration for ensuring the safety of transportation, by road commercial transport by electronic functioning government bodies

Abstract

In the article it is identified ways to create and develop electronic resources of government, in terms of providing administrative functions, state supervision and control, maintenance of databases, registers and analysis of analytical information, exchange of information between authorities online and the introduction of smart systems.

The creation of such systems is considered in the context of national trends and regulations, best practices of the European Union and the need to ensure the exchange of information with these countries. Such systems should be open to the public in order to inform the latter and provide it with real tools to influence processes through transparent mechanisms.

Such development of electronic systems should include the introduction of smart control systems and further full automation of control functions, which will significantly reduce corruption risks, improve the quality of such functions and allow for the redistribution of human resources. However, an important element that affects the effectiveness of this direction of state development is the adoption of a single concept, joint efforts to achieve it and a systematic approach to reform.

A key element of the modification will be the Unified Ukrtransbezpeky information system, which should be improved at the level of three internal modules and external interaction with the electronic systems of other authorities, as well as the countries of the European Union. Of course, such modification should be carried out in stages and take into account the financial and technical capabilities of Ukrtransbezpeka, and the introduction of any update should actually be carried out with the training of staff and other users of the system.
