Professionalism in the field of public governance in the context of higher education goals

The article considers the problems of goal-setting of the educational process in higher educational institutions in the context of the formation of professionalism of specialists in the field of public administration.
It is determined that today there is a systemic discrepancy between the level of professionalism of specialists in the field of public administration, which has its direct source in the lack of adequate professional training to be provided by higher education institutions. The elimination of this discrepancy is seen primarily in the ways of defining the goals of higher education in the training of specialists for the needs of public administration. To do this, it is necessary to determine the structure of professionalism of the public manager and the mechanisms of its formation. It has been shown that managerial professionalism is a multifaceted phenomenon and is associated with lifelong learning, professional practice and personal self-improvement. For our study, the most important is educational professionalization, which is understood as basic vocational training with the appropriate qualifications. It is proved that other aspects of professionalism formation have certain educational dimensions. Higher education institutions form a holistic educational space in which the formation and development of a public manager as a professional takes place. It is in this space that the main components of the professionalization process take place - training, retraining, specialization and advanced training of public managers. Professionalization of public managers today is not based on the traditional qualification approach, but within a more adequate to the public reorientation of public administration competency approach. Public management competence is a very capacious and versatile concept, as it covers almost all the skills that a professional manager needs to function successfully in the public sphere. The specificity of the competence approach to the professionalization of public administration is its implementation within the state personnel policy. With regard to the activities of higher education institutions, the competence of the future specialist in the field of public administration means, first of all, the ability to adequately apply the knowledge, skills and abilities acquired in the learning process to effectively perform their own professional functions. It is professional competence that should be considered the main purpose of training public managers in higher education institutions, as it reflects the readiness of the graduate to ensure the effectiveness of professional duties. As for professionalism, it is a synthesis of professional competence and individual practical experience of a public manager, ensuring the effectiveness of his professional activities in the context of specific conditions and tasks related to the performance of official duties. Within the educational process, professional competence is formed in the form of managerial competencies, as well as the ability to practice management in the public sphere, which are formed both on the basis of its understanding of the field of activity and the availability of appropriate personal cognitive and value characteristics.
