PECULIARITIES OF FORMATION AND FUNCTIONING OF MODERN AND ACTUAL MECHANISMS OF PREVENTION AND ANTI-CORRUPTION

The article identifies the features of the formation and functioning of modern mechanisms for preventing and combating corruption and proposes ways to implement them. The relevance and features of the formation and functioning of such mechanisms for preventing and combating corruption as: social mechanism for preventing and combating corruption (creating a system of public relations in which the lawful conduct of public servants and other relevant officials would be socially prestigious and profitable); international legal mechanism for preventing and combating corruption (the Ukrainian side should ratify and be guided only by those international anti-corruption regulations that are really able to take into account the Ukrainian mentality, history, culture and adapt to Ukrainian legislation); institutional mechanism for preventing and combating corruption (there are two levels of functioning of the mechanism: public-municipal and public-state; the success of the combination of a triad of components is substantiated): public-law institutions of general competence, special competence, civil society institutions); moral and psychological mechanism for preventing and combating corruption (ensuring mental change in public condemnation of corruption; functioning of internal and external mechanisms of accountability; combines mechanisms for forming anti-corruption consciousness in four groups: political or political-legal, educational or educational, prognostic, organizational); organizational and legal mechanism for preventing and combating corruption (preventing and combating corruption from the standpoint of organizational and procedural measures, ethical and moral norms and principles; its international significance in the system of public and public relations). The conceptual and categorical apparatus of public administration science was further developed by defining such concepts as "comprehensive mechanism for preventing and combating corruption" and "mechanism for interaction between the state and civil society in the field of preventing and combating corruption." It is determined that the common policy in the field of prevention and counteraction to corruption of the main subjects of anti-corruption activity in the program-target dimension should combine three current strategic directions: strategy of public consciousness; caution strategy; strategy of inevitable punishment.
