FORMATION AND IMPLEMENTATION OF STATE HUMANITARIAN POLICY FROM THE PRESERVATION AND DEVELOPMENT OF PUBLIC HEALTH AT THE CURRENT STAGE OF PANDEMIC IMPACTS

Abstract

The article examines the impact on society of conflicting messages of an irrational nature, which call into question scientifically recognized facts and at the same time strengthen the capacity to combat the COVID-19 pandemic, which minimizes medical, social, psychological and economic costs. As a result, information is collected, expert opinions are drawn, and regulations are prepared for the relevant services and the public. Central executive bodies, coordination centers, interdepartmental commissions with representatives of institutions that are specialists in the field of health and epidemiology perform advisory and information functions, develop management modeling and forecasting.

It was found that there is a need for guidelines for public authorities and organizational units involved in the fight against the COVID-19 pandemic. It is also important to report, analyze and formulate targeted recommendations for medical institutions involved in the fight against the COVID-19 pandemic and public resource management, including situational, adequate circumstances and the dynamics of the epidemiological threat. The COVID-19 pandemic has shown a lack of preparedness in the health care system of most countries, including Ukraine, to respond to epidemic threats.

It was found that an effective public administration system should be a key hub for integrating the necessary information and a long-term strategy to combat COVID-19. From the beginning of the pandemic, there was no institution that brought together experts responsible for formulating public policy to counter the pandemic and developing key recommendations. The COVID-19 pandemic is a form of state of emergency that, like armed conflict, reveals all the shortcomings and imperfections in the organization and execution of tasks that are part of the tasks of public administration. The guidelines, formulated vertically and submitted for implementation to operational units, guarantee the widespread use in practice of the most effective methods of combating the COVID-19 pandemic. The lack of this type of practice in terms of diagnostic and treatment methods has revealed a significant disparity in the field of health care and is estimated, in particular, in the number of deaths of patients with COVID-19.

It is justified that the reform of the health care system in Ukraine is necessary, as the scale of modern epidemics has been underestimated. The COVID-19 pandemic revealed the weakness of institutions related to anti-epidemic protection, lack of human resources, proper organization and systematic public administration. There has been a shortage of building and disseminating modern management models for public health. The recommendations of independent experts and scientists, representatives of higher education institutions and research institutes should become a systemic element of the functioning of the state in the context of the COVID-19 pandemic. The knowledge determined on their basis increases the rationality of decisions and increases the effectiveness and efficiency of activities, while optimizing the use of resources involved.
