EVALUATION OF PORT EFFICIENCY ON THE BASIS OF CRITERION OF STRUCTURAL COMPLIANCE OF CARGO FLOW WITH PORT CAPACITY
Abstract
To assess the ports effectiveness, a criterion of structural compliance of the cargo flow through the port to the structure of its capacity was developed. The criterion of structural compliance is a natural indicator of port productivity, which allows to assess the activities of the port in a changing environment and compare the productivity of different ports with each other. The possibility of using the differential indicator of port productivity on handling of the i-th cargo for an estimation of possibilities of port at urgent need of port in growth of handling of the i-th cargo is shown. The value of the indicator of the use of the port installed capacity for handling of the i-th cargo is adjusted by considering the utilization rate of berths. The efficiency of the criterion of structural compliance of the cargo flow to the structure of the port capacity was checked. The degree of utilization of Ukrainian seaports is analyzed with the help of the integrated indicator of the port's cargo handling operation. The presence of reserve port capacities of 25-30% in comparison with optimal operation of ports in terms of cargo structure has been revealed. The concept of "ideal" seaport is introduced in terms of compliance of the capacity structure to the structure of cargo turnover, which will have a variance of the indicator close to zero. The average value and variance of the structural compliance criterion are calculated for the "ideal" seaport. The possibility of using the criterion for forecasting the development of the port depending on the forecast of changes in the structure of cargo flow is demonstrated. Examples of calculation of the criterion of structural compliance of cargo flow through the port to the structure of port capacity are given.
