SOCIAL POLICY OF THE STATE AS A COMPONENT OF NATIONAL SECURITY

Abstract

The article analyzes the essence of state security and the peculiarities of public administration in this area. The definition of the concept of state (national) security shall be offered. Methodological approaches to the scientific characteristics of modern challenges and criteria of social security of the state shall be characterized, which, in contrast to the existing ones, provide for the choice of a single strategy to achieve this type of security, and also the systematic definition at all levels of government of synergies and significant features of the functioning, on the one hand, the economy and on the other - the social sphere, including democracy, legitimacy of the legal system, national unity and cohesion, education and accessibility for all categories of the population, provision of the population with the necessary social and material goods. The external and internal components of threats to the social security of the state have been identified, which has allowed to specify the concept of public administration to ensure this security as a set of methods and measures to maintain and improve its level of safe development by guaranteeing the independence, stability of the national economy and self-development of socio-economic systems.

The separation of approaches to the study of social security depending on the species classification (level and functional), and also the importance of ensuring a balance of interests in this area and priorities of social development during their state consolidation, including the definition of national ideas and public safety as vectors of such security.

The main purpose of security shall be stated, which is to establish, maintain and ensure by various means, methods and ways a state in which the subjects are not in danger, ie protection from danger.
