CONCEPTS OF THE VALUE-LEGAL MECHANISM FOR ENSURING THE DEVELOPMENT OF LEGAL CONSCIOUSNESS OF PUBLIC SERVANTS

In the article, the author focused on the value-legal aspects of the development of the legal consciousness of public servants in Ukraine, which cannot be solved without knowledge of the required level of law and the formation of moral and ethical norms of legal culture. Indeed, today, in the context of the integration processes of the Ukrainian state into the European Union, there is an important task of rethinking and perceiving new democratic values of social life, which requires a critical review of approaches to the development of value-legal concepts of legal awareness of civil servants and officials of local self-government in the public service.
The author of the article describes the problems that exist in the field of public service and prevent them from moving confidently and cohesively through reforming public administration into a public one, building a state of law and civil society. Among the main problems, he sees the following: the lack of a high level of moral and legal qualities among public servants admitted to government, which affect the low level of formation and development of legal consciousness. This, accordingly, poses new priority tasks for society, consisting in the allocation of certain value criteria for assessing the legal consciousness of candidates for civil service positions.
The article reveals the content of the definition of "value-based legal mechanism for ensuring the development of the legal consciousness of public servants". The interrelationships of morality and law as value-legal concepts in ensuring the development of the legal consciousness of public servants are investigated. The content and functions of the categorical apparatus are determined, in particular, such concepts as "justice", "freedom", "personal dignity" and "duty", the differences between legal consciousness and ethics and morality are noted.
The study highlights the importance of the relationship between values and law, which manifests itself in many forms - as the legal implementation in public administration of the moral, legal, socio-psychological characteristics of the activities of public servants.
The legal consciousness of a public servant includes structural elements inherent in the legal consciousness of all citizens (legal psychology, legal ideology, legal behavior), and operates in unity and interaction with political, aesthetic and other forms of public consciousness. However, the legal consciousness of public servants has its own specifics, due to the specifics of the tasks they perform, rights and obligations in the public service.
