PROBLEMS OF ATTRACTING AND RETAINING TALENTS IN SYSTEM OF PUBLIC MANAGEMENT AND ADMINISTRATION OF UKRAINE

In the article, based on an assessment of the state of affairs with attracting and retaining talents in the domestic sphere of public administration, it was concluded that this problem in Ukraine is only at the initial stage of its solution. Therefore, as a key condition for its positive solution, recommendations for correcting situation by making appropriate changes to the dominant paradigm of the traditional thinking of domestic civil servants as executors of guidelines are formulated and substantiated. Based on the analysis of known models of intellectual activity of the individual and taking into account the need of Ukrainian society to transform the thinking patterns of public managers, the expediency of supplementing the existing process of selecting candidates for positions in the system by competence with additional tests to identify and evaluate their mental characteristics is substantiated. As a model recommended for this, an original interpretation of the model of multiple personality thinking as a combination of convergent, divergent and lateral thinking is proposed, which can and should become the basis for identifying and attracting, training and developing, using and retaining the most qualified and talented individuals in the public administration system. The conditions for the dissemination of the recommended model of thinking of an employee of the public administration system, as well as his scientific and educational support, are formulated. These conditions are necessary for a large-scale change in the paradigm of thinking of civil servants.
