DEVELOPMENT OF ORGANIZATIONAL COMPETENCE OF THE CITY CHAIRMAN AS OFFICIAL OF LOCAL SELF-GOVERNMENT IN THE CONTEXT OF ACTION UKRAINIAN-GERMAN PROJECT

The article reveals the experience of European countries in developing the organizational competence of local government officials who contribute to the implementation of state policy, the economy and the social sphere in a globalized environment.
The author finds out the prerequisites for the development of the organizational competence of local government officials in Ukraine, a component of their professional (management) competence, provided for by the National Qualifications Framework, the current laws of Ukraine "On Higher Education", "On Innovation", the general EU requirements for managerial personnel and experience work of public authorities. After all, decentralization has become a stimulus that implies an increase in local determination of economic choice, a focus on identifying and using competitive advantages, and local decision-making regarding local tax policy, job development and quality of life. Foreign experience demonstrates that the possession of organizational competencies by local government officials contributes to a rapid transition to management through the development of strategies, the formation of long-term goals for economic growth at the local level with a parallel solution to current problems of local development; applying a systematic approach to identifying problems, forming tasks that must be solved on the spot; attraction and optimal use of resources (primarily local); growing responsibility of local authorities for development and its independence; introduction of publicity in decision-making on the use of mechanisms, tools. This stimulation allows a more reasonable approach to determining the directions of local development of territorial communities.
The use of modern tools for local socio-economic development is determined by the ability of local government officials to apply organizational competencies in leadership and team work on strategic tasks that are identified as priorities for their development, attracting investments; development of human resources, formation of cash flows of the community.
The level of readiness of local self-government officials to carry out organizational activities was checked not only in stable conditions, but also in the conditions of martial law in Ukraine and in the context of transformational changes that occur in connection with Ukraine's obtaining the status of a candidate member of the European Union.
