Principles of formation of state policy priorities in the social sphere in the context of socio-economic development of Ukraine

Abstract

The article carries out a theoretical study of the principles of the formation of state policy priorities in the social sphere in the context of the socio-economic development of modern Ukraine and provides practical suggestions for their effective application, taking into account the concept of corporate social responsibility. A number of traditional, generally accepted and universal priorities of state policy in the social sphere have been determined for most of the social states of the world, as well as those states that are on the thematic transformation path to a social state. On the basis of this, four main priorities of state policy in the social sphere are singled out: 1) providing a person with comfortable living conditions and development from birth to old age; 2) creation of conditions for the functioning of the family as the primary unit of society; 3) ensuring economic security, reliable protection of constitutional rights and freedoms of citizens; 4) ensuring effective protection of the population: improving the quality of social protection of the population, health care, culture, providing housing, improving the demographic situation. At the current stage of national state-building, taking into account the armed aggression of the Russian Federation against Ukraine, in the context of the socio-economic development of modern Ukraine, the main priorities of the national state policy in the social sphere are defined as: solving economic, food and demographic problems; restoration of social infrastructure; increasing the level of material security of the population; increasing the level of satisfaction of social needs of the population; raising the level of morale, health (especially psychological, especially among children) and safety of living conditions of the population; solving social problems of internally displaced persons and forced migrants. The variation of the considered social priorities made it possible to provide a typology of priorities of socio-economic development according to the following six main features: 1) by the object of influence; 2) by subject of influence; 3) by the period of influence; 4) by distribution territory; 5) by the level of legislative support; 6) by the level of publicity. In the context of the study of the principles of state policy in the social sphere, a comprehensive vision of the interpretation of the principles of state policy in the social sphere is provided in the form of a three-block representation of the main principles of state policy in the social sphere: Block I – system-wide principles; II Block - principles of formation of regional social development priorities; III Block – Principles of formation of regional strategic priorities of social development. Within the scope of consideration of the concept of corporate social responsibility, the creation of community councils for the development of territories is proposed to improve the interaction of local authorities with business structures in the implementation of social policy priorities. This creation will ensure the development of intersectoral dialogue, mechanisms of interaction between government, business and society within the policy of business companies in relation to local communities and local social policy. This will allow to attract business and increase the effectiveness of its participation in solving social problems of specific territories. In order to develop non-financial reporting and audit of corporate responsibility, it is proposed to create a service for auditing corporate responsibility and verification of non-financial reports at the Public Council for the Development of Territories, which should consist of specialists of various profiles. Its main task should be to verify the truthfulness of the preparation of non-financial reports.
