Development of the «Diia» service in the conditions of war. New opportunities for public management

The article examines the process of digitization of public administration of Ukraine using the example of the "Diya" ecosystem. Focuses on the development of the Action service during martial law and the challenges and opportunities created by a full-scale invasion.
The purpose of the work is to systematize the theory regarding the modern trends of digital transformations in the public administration; formulation of the basic advantages and disadvantages of the digitization process in the world and in Ukraine.
To achieve the goal, the following main tasks were solved:
– to investigate the current state of development of issues of digital transformations in domestic and foreign publications;
– to study the current problems, obstacles and threats of digitalization implementation;
– to analyze the current legislation, programs and projects related to digital transformations of public administration in the world and in Ukraine.
The article uses general scientific methods: description, analysis, synthesis, generalization, classification, etc., as well as systemic and functional approaches. The information base of the research was served by domestic and foreign publications, press materials and regulatory acts of the national and international levels.
The study showed that as a result of changes in cooperation and communication between the authorities and society, tools for this interaction were created and improved. There have also been transformations in the goals and content of communication, which is extremely necessary during a full-scale invasion. Thus, the newly created crisis situation for the functioning of the state administration system in Ukraine as a result of the war with the russian federation did not lead to a deterioration of relations between the authorities and citizens, but, on the contrary, gave an impetus to more intensive development of new opportunities.
