Culture of service as an imperative for the development of the militarized public service in Ukraine

Abstract

The article substantiates the algorithm of formation of a culture of service in the conditions of the post-war recovery of Ukraine. It has been proven that the formation of a culture of service, if followed, will strengthen the security of our nation, the elevation of all forms of service, and the strengthening of Ukrainian democracy.

According to the author, service is a personal dedication of time, energy, and talent to a mission that contributes to societal development by protecting the nation and its citizens, strengthening communities, or promoting the general social welfare. The introduction of a culture of service is a new paradigm of Ukraine’s development in modern conditions.

Proposals have been developed that recognize and elevate the concept of service to a national imperative, in particular revitalizing civic education; creation of a platform that will help Ukrainians discover opportunities for service; improvement of outreach work with military resources throughout the country; increasing opportunities for youth to study ministry; promotion of military, militarized and civil service. It is shown that fostering a culture of service is crucial for ensuring the long-term stability of the state. Funding an information campaign and directing those interested but not eligible for military service, as well as veterans, to national civil service programs will help more Ukrainians learn about the opportunities of this public service, explore them and make fully informed decisions to serve.

The importance of increasing the value, flexibility and use of incentives for service is substantiated. It has been proven that streamlining and expanding dedicated staffing systems for the Ministry of Health and Cybersecurity, creating a civilian cybersecurity reserve corps, and investing in the technical skills of current employees will allow agencies to meet workforce needs amid intense competition from private sector employers.

It seems appropriate to develop new voluntary models of access to personnel with critical skills.
