Formation and implementation of state social policy in the conditions of global challenges

The article examines the issue of formation and implementation of state social policy in the conditions of global challenges, establishing the main target orientations. In the course of writing the article, it was established that social policy is most closely connected with the type and level of development of society, the mentality of the population, with the goals and tasks that society sets for itself in its own social development. It was established that the following are the main trends in the formation of the state's social policy: its three-level implementation (state, regional and municipal levels); uneven social development of regions.
At the same time, the main problems of the formation of modern state social policy were revealed, namely: loss of human potential; termination of small and medium-sized businesses and closure of large enterprises in the combat zone; loss of tax revenues and local budgets; decrease and almost complete absence of a favorable investment climate in the state; threats to Ukraine's food and energy security; decrease in export of products. All outlined problems greatly complicate the life and development of the state.
It was determined that the main strategic task facing the state now is to ensure the normal operation of the relevant mechanisms, which are based on the effective interaction of executive power bodies and even local self-government bodies. In addition, it is necessary to develop a fundamentally new scheme for the construction of social protection of the population, in particular, the provision of social assistance and payments taking into account counter-obligations of citizens related to their willingness to increase their income through employment.
The following key goals have been identified, the full achievement of which will allow us to talk about significant achievements in improving the quality of social protection of the population, namely: timely access of Ukrainians to social benefits; access to high-quality and affordable medical care, medical supplies; increasing the efficiency of the system of social protection and social services for citizens; intensification of employment policy under martial law.
