The evolution of relations between the state and civil society

The article examines the evolution of scientific views on the relationship between the state and civil society. The search for ways to achieve an optimal balance between civil society and the state is characterized.
It is substantiated that from the standpoint of a systemic approach, the reliability and density of interaction between state authorities and civil society reflect feedbacks that show the quality and content of their information exchange and aim at achieving the social efficiency of public administration, as they make it possible to identify and determine the needs and requirements of society in a timely manner , problems that arise, formulate a policy for their solution.
The author shares the opinion that "in the context of the interaction between state power and civil society, there is a feedback mechanism that ensures the consolidation of the state and civil society when solving urgent social problems.
Civil society, by the nature of its evolution, is a requirement for the formation of a socially oriented legal state, therefore it is important to move from confrontation to constructive dialogue, which is impossible with the passivity of one of the parties, since only dialogue between them is the only possibility to prevent antagonism in society, to become an effective mechanism for strengthening civil society , as well as the state.
It is shown that a democracy with a developed civil society can be consolidated. The degree of development of civil society is a characteristic of the level of democracy and political and legal culture of society. Civil society is developed to the extent that it has retained most of the functions and powers of institutions of self-organization and self-activity of citizens.
