Models and methods of public administrative decision-making

The article examines and analyzes the process of making and making managerial decisions in public administration as a condition for improving the activities of public authorities. The main latest trends in the development and innovation of methods and models of public management decision-making are defined, the conditions for using such methods are described, their advantages and disadvantages are determined; the essence of management decision-making models is revealed. The expediency of using collective, quantitative and informal (heuristic) methods is determined. he method of "brainstorming", the method of nominal groups (NGT), the method of expert evaluations (the Delphi method), electronic meetings (electronic brainstorming) are proposed and substantiated. Attention is focused on the foreign experience of applying the Japanese method of the ring system "Kingise", the Edgeworth-Pareto principle.
Models of public management decision-making are considered: the incremental process model, James March's "Wastebasket Model", artificial intelligence tools using the example of the "ChatGPT" platform.
As a result of consideration of the established approach to the formation of management decisions as part of a single management process, the so-called model of rational decision-making was selected, which in the most generalized form contains the following blocks: preparation for the development of a management decision; development of this decision and its adoption.
The need for adoption of public-management decisions has been identified. Guidelines for world experience in the study of the process of making and making public-management decisions are indicated.
