Mechanisms for implementation of effective governance in Ukraine in the conditions of european integration

Abstract
The article evaluates the main mechanisms for implementing effective governance according to the Strategy for Reforming the Public Administration of Ukraine until 2022. In the conditions of the implementation of the policy on effective governance and the development of European processes, strategic planning is defined as a tool for ensuring the sustainable development of the state. The purpose of the article is to identify key achievements in the implementation of the mechanisms of effective governance of Ukraine in the conditions of European integration for the further effective activity of public authorities at various levels. Strategic planning is considered as a coordinated and agreed process of determining the long-term vision of the development of the organization, its transformation into realistic goals and objectives for the purpose of implementing state policy. The main features of strategic planning are defined, which should be the basis of its understanding and implementation to ensure the effectiveness of the process. An analysis of the mechanisms of effective governance in Ukraine under the conditions of European integration was carried out in the main areas: strategic principles of public administration reform; formation and coordination of state policy; civil service and human resources management; accountability; provision of services; made it possible to identify development vectors for each direction. Based on the analysis of the use of Internet services by citizens, the development of electronic government services, the problems of implementation and compliance with the provisions regarding the processing of requests for public information, written and oral appeals of citizens, publication of public information on official websites are highlighted.
