Organization of the provision of electronic services in Ukraine in wartime conditions

Abstract

The article examines the Ukrainian experience in organizing the provision of electronic services by public authorities and local self-government bodies. Particular attention is paid to specific manifestations of the impact of war on this area. Approaches to understanding the essence of electronic services by both Ukrainian and foreign scientists are analyzed. Attention is focused on the analysis of UN reports on the development of e-government; in particular, changes in the methodology for determining the Index online services (OSI) in the 2022 Report are disclosed. The main components of this index are highlighted, and a comparative analysis of the index of online services and the index of the development of e-governance in Ukraine for the period from 2016 to 2022 is made. The main legal acts regulating electronic service development in Ukraine are indicated. In the part of regulatory and legal support, the main acts in the field were considered, such as the Laws of Ukraine on the Protection of Information in Information Telecommunication Systems, electronic documents and electronic document management, electronic trust services, public services provision, the Resolution of the Cabinet of Ministers of Ukraine on a Single eServices State Portal, and the State Portal of Administrative Services. The peculiarities of electronic services' development and their implementation advantages are disclosed. In particular, the organization and institutional support of electronic services in Ukraine are analyzed, and the activities of relevant state authorities and local self-government bodies for the provision of electronic services are considered. The activities of the Ministry of Digital Transformation of Ukraine, its structural subdivision, the Department of Electronic Services Development, and the interdepartmental advisory body, the Inter-industry Council on Digital Development, Digital Transformations, and Digitalization, were reviewed as part of specialized public management and administration bodies. As part of practical solutions, examples from three levels of presentation of tools for obtaining electronic services by citizens and business representatives were considered: the main national portal (Single State eServices Portal Diia, Diia Business Platform, mobile application Diia), branch portals of state bodies (portal of electronic services of the Pension Fund of Ukraine), and portals of local self-government bodies (portal of electronic services of the city of Kyiv). Particular attention is paid to the consideration of Ukrainian practices in the provision of electronic services and the impact of war on the processes of organizing the provision of electronic services. Proposals for further research of electronic services in war conditions to meet the needs of citizens and businesses were provided.
