STATE REGULATION OF THE INTEGRATION OF ARTIFICIAL INTELLIGENCE INTO THE E-HEALTH SYSTEM TO ACCELERATE THE IMPLEMENTATION OF THE «DIGITAL» PATIENT CONCEPT IN UKRAINE

Abstract

The article states that Russia’s full-scale invasion of Ukraine has posed unprecedented challenges to the country’s healthcare sector. Significant destruction of medical infrastructure and healthcare facilities due to hostilities has critically limited the population’s access to medical services and forced measures to be taken to expand the possibilities for remote interaction between patients and medical workers, thus creating the basis for the development of an e-health system. The importance of artificial intelligence in the development of the e-health system and its key capabilities are considered: automated processing of large amounts of medical data, identification of hidden patterns in diagnostics, prediction of individual disease risks, and optimisation of resource management in healthcare facilities. Particular attention is paid to the concept of the «digital» patient as the centre of the modern model of medical care, who actively participates in clinical decision-making, uses digital services and AI doctors to monitor their own health. It is emphasised that the successful implementation of this concept is possible with the appropriate digital competence of medical professionals. The results of the assessment of the digital literacy of medical workers in Zhytomyr, Lviv and the controlled territory of Donetsk region are analysed. It is argued that the low level of digital competence of healthcare workers is one of the key barriers to the integration of AI into the e-health system. It is emphasised that the integration of AI into the e-health system to accelerate the implementation of the «digital» patient concept requires a comprehensive approach to state regulation of the scaling of AI-doctor services, including the development of digital competencies of medical personnel, the creation of a unified legal framework and adaptive mechanisms for the certification of AI systems. The vectors for the formation of a sustainable, secure and effective e-health system have been identified, which will combine technological innovations with high-quality medical care and prompt medical consultations, ensure the active participation of ‘digital’ patients and contribute to reducing the burden on the healthcare system.
