INTERAGENCY COLLABORATION: A CONCEPT FIT FOR SECURITY DYNAMICS WHEN DRIVEN THROUGH GOVERNMENT POLICY

Abstract

Interagency collaboration is crucial for managing complex security issues in Botswana, including regional disputes, political violence, and environmental degradation. This is enabled and driven through government policy acts. Furthermore, policy frameworks, and national strategies prove to be crucial in sustainable collaboration. Technology has enhanced military cooperation, and Botswana's Joint Military Commission supports international information sharing. This study proposes interagency collaboration as an alternative model that captures the dynamic processes at work among various security role actors. This paper is an original qualitative research that was set to answer the following central question; how well is interagency collaboration developed in Botswana, and what is its role in addressing emerging security issues? A key finding of the research was that Botswana has numerous inter-organisational forums and mechanisms in place to coordinate collaboration between government departments, private organisations, and, to a lesser extent, civil society organisations on both operational and policy matters. Interagency collaboration enhances policy creation, reduces conflict, and boosts efficiency. However, challenges like lack of familiarity, communication, and trust can hinder effective implementation. The study recommends fostering interagency framework development and implementing an institutional paradigm for nationwide security efforts.
