INTEGRATIVE TRENDS AND INNOVATIVE PRACTICES OF THE DEVELOPMENT OF THE CULTURAL-LINGUISTIC ENVIRONMENT OF THE EU AND UKRAINE: INTERCONNECTION AND IMPACT ON THE DEVELOPMENT OF CULTURAL-LINGUISTIC POLICY

This article presents a comprehensive study of integration processes and innovative practices within the cultural and linguistic environment of the European Union and Ukraine, focusing on the mechanisms of their interaction and their impact on cultural and language policy development. The current state of the EU’s cultural and linguistic environment is analyzed, revealing that integration strategies are based on a stable legal framework, intergovernmental coordination, and sustainable funding of cultural and linguistic programs. These factors create conditions for the extensive implementation of innovative solutions such as digital archives, interactive open-data platforms, and VR/AR projects in the fields of education and cultural heritage preservation. The study examines integration and technological renewal processes in Ukraine, which remain largely fragmented and are mainly driven by participation in European initiatives («Creative Europe», «Digital Europe», «Horizon Europe») and the development of local projects. The effectiveness of innovative activities is found to depend significantly on the institutional capacity of public authorities and the level of digital literacy within society. The application of modern digital tools determining the technological adaptability of the cultural and linguistic environment is explored. The paper highlights examples of transnational platforms functioning in the EU and local initiatives in Ukraine aimed at promoting cultural heritage and linguistic diversity. Key trends in the development of the cultural and linguistic space and the interaction between innovative and integration processes in European and Ukrainian contexts are identified. It is substantiated that the interplay of integration and innovation processes forms a new model of cultural and linguistic development: flexible, networked, and inclusive, combining European coordination mechanisms with local initiatives. This synergy ensures a balance between national identity and openness to the European cultural space, establishing the foundation for a sustainable, innovation-oriented cultural and linguistic policy.
