Abstract

This article analyzes the impact of the UN Sustainable Development Goals, particularly SDG 6 «Clean Water and Sanitation», on financial strategies of public administration in the water supply and sanitation sector in Ukraine and worldwide. The authors aim to determine how the integration of international approaches can help address urgent problems related to outdated infrastructure, investment deficits, and a tariff policy misaligned with modern requirements. The study employs an analytical approach to review UN documents, programs, and recommendations by international financial institutions (World Bank, EBRD, OECD), as well as a comparative analysis of experiences in several EU countries and North America. An expert evaluation was conducted on Ukrainian public programs (including the «Drinking Water of Ukraine» initiative), along with a statistical analysis of funding and tariff-setting mechanisms. Case studies illustrate successful approaches to public-private partnerships, green bonds, and grant-based financing that could potentially be adapted to national realities. The research reveals that upgrading water supply infrastructure, ensuring drinking water quality, and developing modern tariff policies are closely tied to the effectiveness of attracting investments and adhering to sustainable development principles. A number of barriers-legislative, economic, and managerial-were identified, complicating the adoption of international practices in Ukraine. The authors propose recommendations for crafting financial strategies that emphasize blended finance opportunities, green bond issuance, and transparent frameworks for public-private partnerships. Findings confirm the significance of a systemic approach, in which government entities, communities, and business structures jointly create conditions for modernizing the water sector. Innovative financial instruments are designed to reduce the burden on budgets and accelerate reforms. Integrating SDG 6 principles into national policies will not only improve water quality and sanitation but also bolster environmental security and raise overall living standards.
