Abstract

The article examines current global challenges affecting the human resource potential in the health care sector. It is determined that one of the key problems of the industry is an acute shortage of medical workers, which is combined with an aging workforce, an increase in the level of professional burnout and an uneven distribution of personnel between regions. Such trends create significant risks for the stability and efficiency of the health care system both at the national and global levels. Additional factors that exacerbate the personnel crisis are ineffective planning of personnel policy, insufficient investments in the training and retraining of specialists, as well as unsatisfactory working conditions and remuneration. The combined effect of these factors leads to a decrease in the quality of medical services, deterioration of population health indicators, an increase in mortality rates and the outflow of qualified specialists both to the private sector and abroad. The article emphasizes that the formation of an effective personnel policy is a strategic direction for the development of the healthcare system. Its main goal should be not only to ensure the proper level of medical care and disease prevention, but also to create conditions for the sustainable development of the human potential of the industry. The implementation of comprehensive measures to train, motivate, support and improve the professional skills of medical workers is a guarantee of improving the quality of medical care and ensuring the availability of services for all segments of the population. It is emphasized that the personnel problems of modern medicine require a systematic approach and an urgent solution focused on increasing the efficiency of human resource management, modernizing educational programs and implementing innovative models of personnel development in the healthcare sector.
