CATEGORICAL APPARATUS FOR RESEARCHING STATE WATER SUPPLY POLICY

The article provides for a comprehensive scientific study of the categorical apparatus of state policy in the sphere of water supply and water resources protection. The relevance of the topic is explained by the urgent need to modernize the water sphere of Ukraine, which already faces the challenges of climate change, infrastructure deterioration, and the aftermath of military operations at the current stage. In the beginning, the article underlines that the efficiency of the reforming sector directly depends on the clear comprehension of an object of management and elimination of terminological discrepancies in legislation and scientific literature. Throughout the work, the main attention was paid to the delimitation of such concepts as «politics», «state policy», «water supply», and «water supply». Based on an analysis of works of domestic and foreign scientists and the main positions of regulatory legal acts (in particular, the EU Water Framework Directive and the Water Strategy of Ukraine until 2050), it has been substantiated that the term «water supply» is much broader in meaning compared with the concept of «water supply». It is proved that water supply embraces not only the technological process of transporting water to the consumer but also includes environmental, security, social, and economic facets of managing available water resources. The content of the mechanisms of water supply policy is analyzed in the article in detail: institutional (basin principle-based management), social (guaranteeing the sanitary well-being of the population), economic (water as a factor of production in agriculture and industry) and security (stability of the system in conditions of war and emergency situations). What is expressed separately is the influence of military factors, in particular, the undermining of the Kakhovka HPP, on the transformation of approaches to water supply as an element of national stability. The scientific novelty of the work lies in the formation of the author’s definition of «state water supply policy». It is defined as the purposeful activity of state authorities which, through a system of organizational, legal and economic measures, creates conditions for guaranteed access of the population and the economy to high-quality water, taking into account the need for sustainable resource management. The results contribute to practical significance for the improvement of regional strategies of development of water management and further harmonization of Ukrainian legislation according to European standards.
