FORMATION AND IMPLEMENTATION OF A SUSTAINABLE ENERGY AND CLIMATE ACTION PLAN AS THE BASIS FOR THE ENERGY MANAGEMENT SYSTEM IN PUBLIC ADMINISTRATION

The article provides a comprehensive analysis of the process of formation and implementation of the Sustainable Energy and Climate Action Plan (SECAP) as a key instrument of the public energy management system at the local self-government level. Using the example of the Zhytomyr City Territorial Hromada, the institutional, organizational, and procedural mechanisms that ensured the integration of sustainability principles into the main areas of municipal governance are examined. The research methodology, based on a systems approach and content analysis of official documents, allowed for the reconstruction of the full life cycle of the SECAP—from strategic planning and the development of target indicators to the establishment of a monitoring system involving key stakeholders. Special attention is given to a critical analysis of the challenges associated with plan implementation under conditions of full-scale Russian aggression. It is demonstrated that wartime conditions not only highlighted issues of energy security and independence but also served as a catalyst for the accelerated transformation of local energy policy. The article identifies specific adaptive mechanisms employed by the community to overcome crisis phenomena, particularly regarding the diversification of energy supply sources and urgent modernization of critical infrastructure. A set of practical recommendations is provided for adapting this experience to other Ukrainian hromadas facing similar security and sustainability challenges.
