FORMATION OF INTEGRITY OF CIVIL SERVANTS UNDER THE INFLUENCE OF LEADERSHIP, VALUES AND SERVICE STANDARDS

The article examines the theoretical, methodological and applied aspects of the formation of integrity of civil servants in the public administration system under the influence of leadership values and service standards. The content of the concept of integrity as a complex category that combines moral, ethical, legal and organizational aspects of civil servants' activities and determines the direction of their actions to protect public interests is revealed. The role of value leadership in the formation of a culture of integrity in state authorities is analyzed, in particular through the demonstration of ethical behavior by managers, the formation of appropriate management practices and the creation of an organizational environment focused on compliance with the principles of professional ethics. The significance of service standards as an institutional mechanism for ensuring integrity, which includes a system of normatively established rules of official behavior, ethical codes, control procedures and responsibility of civil servants, is determined. Particular attention is paid to the analysis of modern challenges in the formation of integrity of civil servants, including corruption risks and institutional vulnerabilities of the public administration system, the impact of digitalization of public administration on ethical standards, as well as the problems of forming value orientations of civil servants in the process of professional activity. The need to form a comprehensive ethical infrastructure of the civil service, combining legal, organizational and educational mechanisms for ensuring integrity, is emphasized. The main directions for improving the process of forming integrity of civil servants are substantiated, in particular, the development of leadership of values in the public administration system, institutional strengthening of integrity mechanisms, the introduction of modern methods of assessing integrity in the personnel policy of the civil service, as well as the formation of a culture of integrity as an important element of the organizational culture of public institutions. Approaches to integrating ethical standards into the civil service personnel management system and increasing the level of professional ethical competence of civil servants are proposed.
