DIGITAL GOVERNANCE AS A STRATEGIC DIRECTION OF TRANSFORMATION OF THE PUBLIC ADMINISTRATION SYSTEM IN THE CONDITIONS OF THE INFORMATION SOCIETY

Abstract

The article explores the theoretical and methodological foundations of digital governance as a strategic direction for the transformation of the public administration system in the context of the information society. The evolution of scientific approaches to understanding the categories of "public administration", "e-government" and "digital governance" is summarized, their relationship and role in the formation of a modern management model are substantiated. The essence and key characteristics of digital governance are determined, in particular, systematicity, data orientation, platform, openness, customer orientation and interoperability. The main factors of digital transformation of the public sector (technological, economic, social and political), as well as the regulatory and legal support of digital governance are analyzed. The role of state institutions in the implementation of digital innovations and the impact of the information society on changing the functions and powers of public authorities are investigated. The models of digital governance (centralized, decentralized, platform) are characterized and the feasibility of their combined application is substantiated. An analysis of e-governance tools, in particular e-services, e-democracy, open data and digital registers, is carried out, and their role in increasing the efficiency of public administration is determined. An assessment of the efficiency of digital transformations in the public sector is carried out and the main problems and barriers to the implementation of digital governance in Ukraine are identified. Strategic directions for the development of digital governance are substantiated, priorities of state policy in the field of digital transformation are determined, and recommendations are formulated for improving institutional and management mechanisms. It is proven that digital governance is a system-forming mechanism for the modernization of public administration, aimed at increasing its efficiency, transparency and orientation towards the needs of citizens.
