COMPONENTS AND FEATURES OF THE PUBLIC ENERGY SAVING MANAGEMENT SYSTEM IN THE HOUSING SECTOR

Reducing energy consumption by households often faces various obstacles of a financial, organizational and other nature. Not all households can independently overcome these obstacles and therefore need external assistance. Such assistance should be provided, in particular, by public administration bodies. However, for this, public management of energy saving in the housing stock must acquire a systemic character. In other words, it is necessary to form a system of such management. In turn, this formation requires the preliminary allocation of the components of the specified system and the identification of the features of its functioning. Taking into account the above, the purpose of this study was to allocate the components and establish the features of the system of public management of energy saving in the housing sector. It was found that the specified system is a complex multifactorial structure that functions at the intersection of economics, technical sciences and public administration. It is shown that the main components of the system of public management of energy saving in the residential sector are: objects, subjects and methodological principles (principles, methods and functions), as well as subjects of such management. The relationship between the system and mechanisms of public management of energy saving in the residential sector is established. The main principles of building a system of such management are highlighted, which include the principles of: priority of energy-saving measures, systematicity and complexity, decentralization, transparency and verification, cyclical management. The features of the implementation by the system of public management of energy saving in the residential sector of its main functions are considered. Methods of such management are grouped. Indicators of the effectiveness of public management of energy saving in the residential sector are proposed. These indicators are divided into three groups: energy, economic and socio-ecological. It was established that the results of the assessment of the effectiveness of public management of energy saving in the housing sector should directly influence further management decisions. It was found that such decisions can be: revision of the criteria for providing financial support; adjustment of norms; change of priorities of budget financing. The sequence of the process of public management of energy saving in the housing sector has been developed.
