INTERACTION BETWEEN PUBLIC AUTHORITIES AND INSTITUTIONS OF CIVIL SOCIETY IN UKRAINE IN THE CONDITIONS OF LARGE-SCALE WAR

The article is devoted to the topical issue of power-social interaction in the conditions of war. The general problems, trials and challenges facing the government and society with the beginning of a full-scale war in Ukraine are considered. Among them are that: the authorities had to organize work in new realities as quickly as possible, ensure the implementation of the defense function, create conditions for saving people's lives, optimizing the interaction of all parts of themselves, law enforcement agencies and citizens; NGOs, associations, foundations were faced with the choice of how to participate in joint resistance with the external enemy and the "fifth column" in Ukraine, as long years of politicization and complex processes in the formation of civil society were accompanied by a large number of public associations , the real benefits of which are minimal for society. The analysis of normative and legal support of volunteer activity is carried out, the problems faced by volunteers are revealed and the general conditions in which volunteers work during the war are determined. The issue of hybrid warfare, the place and role of civil society institutions in counteracting ideological pressure and continuous propaganda by the enemy are considered. Peculiarities of mass media participation in information warfare are determined. The ways of overcoming the shortcomings in the power-social interaction in the conditions of wartime are singled out.
