SOCIAL CAPITAL AS A FACTOR OF INCREASING THE CAPACITY OF TERRITORIAL COMMUNITIES IN THE COURSE OF DECENTRALIZATION REFORM

Abstract

The article considers the main theories of social capital and their practical significance for the effective functioning of affluent territorial communities in Ukraine. In particular, attention is focused on the ideas of social capital P. Bourdieu, J. Coleman, G. Loury, R. Putnam, F. Fukuyama, L. Hanifan. In the process of analyzing the development of ideas of social capital, the attention is paid to its functions, levels and components. It is emphasized that social capital is both a positive resource for the development of community and can take destructive forms through improper or manipulative use. The necessary preconditions for the formation of social capital are highlighted - a high level of trust among citizens and local authorities, the presence of strong social ties that can act as effective channels of information.

It is noted that the concept of "social capital" in accordance with different approaches acquires different meanings and definitions. Therefore, it is quite difficult to form a single algorithm for measuring social capital of communities. Undoubtedly, in the process of UTC formation in Ukraine, the formation of social capital is one of the main directions in development of the social sphere of communities. After all, social capital cannot exist separately from physical and human capital, but is an important component of community resources. The formation of social capital and its effective implementation becomes possible under the condition of partnership between public authorities and the community.

In further research it is suggested to pay attention to the creation of a model of social capital that is effective for Ukrainian communities, as well as a system of measuring social capital and its possible risks.
