International standards for ensuring public administration of educational institutions in the eu countries: experience for Ukraine

Abstract

Preparing the intellectual potential of society is one of the main tasks facing educational institutions in the modern world. The study of the leading foreign experience in the public administration of educational institutions will help ensure the qualified training of future specialists through taking into account effective ways and methods of teaching and educating young people, preparing them for active participation in the scientific, cultural and social life of society.

The author of the article focuses on the fact that the Ukrainian state, as part of the European space, has a common historical experience with European countries and common values with the member countries of the European Union, which opens up new opportunities for it in its European identity. The European choice of Ukraine is confirmed by the Association Agreement between the EU and Ukraine, as well as numerous agreements, statements and political steps that characterize the vector of development of our country. An important element of Ukraine's integration is the entry of the national education system into the European educational space. In this sense, the author carried out a comparative analysis of the development of the national system of general secondary education in Ukraine in the context of changes in the education of European countries, in particular EU members, understanding the essence of reforms and innovations that are now being implemented in the European educational space.

The unifying mechanisms in the field of education within the EU are moving towards the creation of a single European educational space. However, in comparison with higher education, the determination of the characteristics of education in secondary education institutions remains the responsibility of the countries that are members of the European Union. European integration in the field of education does not provide for the standardization of the state curriculum, but only motivates to achieve high standards in the educational process. The state chooses methods and directions to achieve this goal at its own discretion, taking into account the peculiarities of the state structure and culture.

Such international experience is very valuable for the implementation of public management of educational institutions in the territorial communities of Ukraine, especially in the conditions of decentralization, which is based on the principles of subsidiarity and participation.
