CONCEPTUAL APPROACHES TO PROVIDING PUBLIC SECURITY IN FOREIGN COUNTRIES

Abstract

The article explores conceptual approaches to ensuring public security in foreign countries in the context of modern global challenges, hybrid threats and transformation of the security environment. The relevance of using international experience for Ukraine is substantiated in view of the full-scale war, decentralization processes, the need to increase the stability of the state, protect the civilian population and integrate into the European and Euro-Atlantic security space. The essence of public security is determined as a complex, multi-level and inter-sectoral process aimed at protecting the vital interests of the individual, community and state, ensuring social stability, law and order and sustainable development. The main modern concepts of ensuring public security are analyzed, in particular: human security (Human Security), community safety (Community Safety), resilience-based security (Resilience-based Security) and public safety governance (Public Safety Governance). Their content, key characteristics, implementation tools and implementation levels are revealed. It is established that these approaches are complementary and form an integrated security model focused on threat prevention, risk management, partnership between the state, local government, business and civil society, as well as increasing the efficiency of public administration. The features of the implementation of these concepts in foreign countries, in particular in the EU countries, the USA, Canada and the Scandinavian countries, are outlined, taking into account their institutional models, the level of development of democracy and social policy. It is proven that modern models of public security are based on a human-centric approach, the development of public participation, the digitalization of management processes, interdepartmental coordination and the strengthening of national and local resilience to crisis situations. The feasibility of adapting foreign experience in Ukraine as a tool for increasing the efficiency of the public security management system, developing the capacity of territorial communities, strengthening trust in government institutions and ensuring the protection of the population in conditions of martial law and post-war recovery is substantiated. Attention is focused on the need to implement adaptive, digital and preventive security management mechanisms. A conclusion is drawn on the feasibility of forming a comprehensive, integrated model of public security in Ukraine, which combines humanitarian, social, institutional and security components and meets modern international standards.
