Abstract

The article deals with the main theoretical issues concerning the formation of competences of civil servants and local self-government officials. In particular, the question of forming the language and communicative competence is as the scientific interest. The article is devoted to the definition of the directions of improvement of professional competence of civil servants. Achieving the goal, the following tasks were solved: to study the main features of the competence of civil servants in theory, to determine the complexity of forming the language competence, to analyze the main problems of forming the competencies of civil servants in practice. Materials for research are the main scientific works of researchers and experts in the field of studying the competences and competence of civil servants, as well as an analysis of the common problems in the practical activity of civil servants. Among the main scientific methods were the method of system analysis, methods for comparison and simulation of situations. As a result of the study, the main mechanisms for forming the language competence of civil servants, the place and role in the communicative activity of civil servants, the importance of these competences for professional activities and the compliance with the professional qualifications of employees of state and local government bodies were determined. Of course, it is connected with such key categories of civil service as evaluation of civil servant activity, assessment of the competencies of civil servants and its influence on the conscientious attitude to fulfilling the duties and challenges before the civil service. Thus, the content of the basic concepts and terms was examined, the differences between the terms competence and competence were determined, their influence on the civil servant's activity evaluation process was analyzed, the main elements of language competence and its role and place in the context of civil service reform were analyzed also.
