E-GOVERNMENT AS A SERVICE-ORIENTED INSTRUMENT OF GOVERNMENT SOCIAL SPHERE

Abstract

The article is devoted to the analysis of the possibility of implementation of service-oriented public administration tools in Ukraine. Features of innovative tools, in. incl. service-oriented, which can be used in public administration. It is stated that e-government is the most promising from the point of view of introduction into the public administration system of social sphere.

It is stated that the advantages of e-government are: increasing the speed of providing services, improving the quality of service to individuals and legal entities, transparency of the activity of the authorities and so on. It is proved that a qualitatively built e-government system has a positive effect on the overall course and consequences of radical changes in Ukrainian society and will contribute to the effective solution of such problems as: transparency, inefficiency, secrecy, corruption of the authorities; formation of mechanisms of decentralization, deconcentration, democratic control and participation of citizens in the development and implementation of public policy; restoring public trust in institutions and public officials

 To determine the possibility of introduction of e-governance technology in the social sphere, the state of development of information and communication technologies in Ukraine for the period from 2010 to 2018 is analyzed. The results of the analysis indicate systemic problems in many directions of implementation of e-governance in Ukraine. The existence of limiting factors were ascertained: digital inequality, education level, privacy problems, traditions. The success of eliminating the above obstacles depends directly on the strict adherence to the strategic priorities set for the development of the state, the political and legal situation of the society and financial and economic opportunities. It is determined that the government's desire to build a people-oriented, open to all and development-oriented information society is capable of making significant adjustments to the e-government process and to the pace of reform activities.

It has been proved that providing free access to information resources through the development of telecommunication systems and networks (especially in small towns and villages), increasing the level of computer literacy among the population, introducing various kinds of promotions and conducting general educational campaigns in order to gradually inform citizens about information, communication technologies will enable each person to reach their full potential, contributing to social and personal development and improving the quality of life.
