Abstract

The article substantiates the relevance of the study of the educational component of state policy in the sphere of culture in the conditions of innovative development of society. The analysis of the latest research and publications in a wide range of fundamental and applied interdisciplinary cooperations: public and administrative, cultural, and educational was carried out. A theoretical and methodological rethinking of the role and significance of the educational component of state policy in the field of culture at the current stage of national state formation was carried out, and practical recommendations for its improvement were provided. It is determined and substantiated that the state policy in the field of culture and its educational component contribute to the qualitative development of the main resource of the state - human potential. The role and significance of the cultural aspect of education is revealed and it is proposed to understand under it a purposeful process of education and training, which is based on the transmission and reproduction of cultural values created in the process of spiritual, intellectual, creative activity of people and which correspond to the goals of self-realization of man and society. The analysis of the Law of Ukraine "On Culture", the result of which determined that its influence extends to all social spheres and types and structures of state activity, in particular to the field of education. The triad of main functions (economic, social, cultural) performed by education as a social institution is considered and their interrelationship is determined. It is substantiated that the main strategic goal of the state policy in the field of culture in the field of education should be the formation of spiritual (educational, moral, aesthetic, artistic, etc.) personality qualities of the students of education, the organization and direct implementation of systematic cultural, educational and educational work with them. It was concluded that the priority task of the state policy in the field of culture in the field of education should be to promote the humanistic orientation of all types of educational and educational activities. The thesis is proved that at the current stage of the development of Ukrainian society, the state policy in the field of culture in the field of education faces fundamentally new tasks of training students of education, in particular - training students of higher education (their essence is revealed and recommendations are offered regarding the main directions of their implementation). The main five trends that characterize the modern state policy in the field of culture in the field of education are identified: virtualization; personalization; managed initiative; practical benefit; short term The transformation of the educational component of state policy in the sphere of culture and institutions of higher education of a cultural and artistic profile in the conditions of the armed aggression of the Russian Federation against Ukraine is described. Prospective directions of further theoretical and practical research in the context of this topic are determined.
