GLOBAL AND EUROPEAN CHALLENGES FOR THE TRANSFORMATION OF THE HEALTHCARE SYSTEM IN UKRAINE

The article is devoted to the study of global and European integration factors influencing the transformations in the field of health care in Ukraine. The purpose of the article is to determine the main tasks of transformation in the field of health care in Ukraine in the implementation of sustainable development goals and European integration processes. The methodological and information base is the report ”Sustainable Development Goals 2020”, reports of the State Statistics Committee of Ukraine, the Ministry of Health of Ukraine, the National Health Service of Ukraine, the Institute of Demography and Social Research of the National Academy of Sciences of Ukraine, the Ministry of Infrastructure of Ukraine. base for European integration processes in the field of health care.
The article substantiates the strategic directions of health care development according to the goals of sustainable development of Ukraine. The basic principles that underlie the goals of sustainable development are highlighted (interconnectedness and indivisibility, inclusiveness, not to leave anyone out, to be created for the exchange of resources and cooperation during implementation, universality). The stages of the process of adaptation of sustainable development goals for Ukraine are studied and the system of government strategic documents for taking into account the Sustainable Development Goals for 2030 adapted to Ukraine is determined, which includes the Constitution of Ukraine, government strategic documents, intersectoral government strategic documents, sectoral government strategic documents, regional and local strategic documents, documents, territorial documents. The directions of realization of the goals of sustainable development in Ukraine at the national and regional levels for the sphere of health care are determined. Also, the key objectives of Goal 3 for implementation by 2030 are outlined, the results of the implementation of tasks to achieve Goal 3 – Strong health and well-being are determined. The task of adapting the legislation of Ukraine to the law of the European Union for 2021 is determined and the achievements on the approximation of the legislation of Ukraine to the law of the European Union in various areas of health care are summed up. Conclusions are made on the formation and implementation of further tasks in the process of reforming and transforming the health care system based on global and European dimensions to improve the strategic directions of health care development in Ukraine.
