PUBLIC MECHANISMS OF TRANSFORMATIONS IN THE FORMATION OF HUMAN RESOURCES IN THE FIELD OF HEALTHCARE
Abstract
The article substantiates that the effective formation and management of human resources is crucial for achieving better results and access to health care worldwide. The purpose of the article is to determine the strategic priorities for the formation of human resources of the health care system to increase the efficiency of the domestic medical industry and achieve sustainable development of the country. The methodological basis for the study is applied research of the WHO, OECD, International Economic Forum, Ministry of Health. The main indicators of health development (public health, access to medicines, provision of health services and financing, human resources of the health care system) and key public health issues have been identified. Based on the assessment of the distribution of the shortage of medical staff by region (doctors, nurses), the ratio of medical staff, the density of doctors in urban and rural areas, migration processes, it is proved that the formation and development of human resources in accordance with scientific, social, economic and cultural development of each society and on the basis of urgent needs. The public levers used to influence the choice of place of practice of doctors are generalized. The transformations of public mechanisms of the world countries in the field of providing human resources of the health care system are studied. Based on the analysis of global and domestic staffing of the medical sector, strategic directions for addressing the global shortage of health workers have been identified: introduction of the WHO Global Code of Practice on International Recruitment of Medical Personnel, strengthening international cooperation; increase training opportunities in countries to reduce domestic shortages and misallocations by geographical area or specialty to avoid reliance on international employment; providing equal working conditions for migrant health workers; streamlining the procedure for recognition of foreign qualifications; strengthening international cooperation.
