THEORETICAL APPROACHES TO THE REFORM OF MECHANISMS OF PUBLIC GOVERNANCE IN THE FIELD OF HEALTHCARE

The article is devoted to the study of theoretical approaches and theories on the formation and development of public administration’s mechanisms in the field of health care. The aim of the article is to analyze the theoretical approaches to the development of public administration mechanisms in the field of health care for their further improvement in the context of reform and transformation of the industry. It is substantiated the necessity of constant updating of the constituent mechanisms of public administration under the conditions of modern transformations of the health care system. There is analysed the domestic theoretical developments on the definition of public administration’s mechanisms in the field of health care and the main directions of their development, which became the information base for their further systematization. Based on the analysis of research of leading scientists in the field of public health management of Ukraine, the main mechanisms of public administration are generalised in health care in the context of reform and transformation: institutional, economic, organizational, legal, financial, information, personnel, public-private mechanism partnerships. The main results of the work were conclusions on determining the basic mechanisms for implementing public policy in this area (institutional, organizational, economic, personnel, financial, information, legal, public-private partnership). The conclusions point to the need to improve certain public health governance mechanisms in the light of global challenges (in shaping strategic objectives), European integration arrangements and pandemic escalations in recent years. It is proved that the formation of new strategic directions and tasks in the field of health care at the global and national levels will improve the existing mechanisms of public administration in this area. Cooperation with the international and European community will increase the level of interconnections and the quality of implementation of all government measures at various levels in the field of health care. The proposed measures will provide Ukrainian society with an efficient and accessible health care system that meets the needs of the population of Ukraine and international quality standards, and the implementation of industry reform.
