MECHANISMS OF INVOLVING YOUTH IN MANAGEMENT ACTIVITIES IN THE FIELD OF PUBLIC ADMINISTRATION

The article is devoted to the topical and multifaceted issue of youth policy implementation in Ukraine, establishing the peculiarities of youth participation in management activities and identifying mechanisms for their involvement in public administration. It is determined that there are different approaches to the study of youth from the point of view of sociologists, psychologists, physiologists, demographers, as well as classification traditions that have developed in certain scientific schools. The structural-functional approach which provides the analysis of internal structure and driving forces of development of youth is allocated; a class approach that examines the revolutionary potential of class-diverse youth groups; sociological - youth and society are considered in the interaction that determines the needs of youth, taking into account the needs of this society; psychoanalytic - in the study of youth based mainly on the study and analysis of age psychophysiological characteristics of youth; humanistic concept of youth - the emphasis is on self-organization, self-realization, self-expression, youth is seen as the main value of the state with great potential.
It has been established that the ability to manage is a combination of theoretical knowledge, acquired human skills and abilities, which will be the basis for cooperation between the subjects of management, as well as timely management decisions. It is noted that it is difficult to identify the managerial abilities of a potential young manager using general criteria, as these abilities of a young employee are still in the development stage. It is proved that in the conditions of decentralization of power there was a problem of development of local programs of involvement of youth in administrative activity. This will provide an opportunity to attract talented young people, as well as support them in self-realization, provide conditions for improving the level of professional competence, will increase the level of awareness of citizens in matters of public administration. In these conditions, the need for the development of an organized youth movement is growing sharply. At the same time, the local level, which is the closest to the life of a young person, could be the most optimal for the organization of such a movement.
