THEORETICAL ANALYSIS OF THE USE OF TEAM BUILDING AS AN INNOVATIVE APPROACH TO PERSONNEL MANAGEMENT IN THE PUBLIC SERVICE

The article discusses the theoretical foundations of team building in public authorities based on the study and systematization of domestic and foreign scientific research. A theoretical analysis of team building as a phenomenon in managerial activity has been carried out, scientific works of domestic and foreign scientists have been researched and systematized regarding the conceptual and categorical apparatus of team building - team building. The author presents a thorough study of foreign scientists on the benefits of introducing team building as an innovative approach to personnel management relative to other modern approaches, in particular, in municipal and public administration, business, sports, education, medicine, especially in the conditions of fashionable circumstances.
In the course of the study, the characteristic features of the team building approach in human resource management are outlined, the significant differences between a team and a group and a team are indicated. In the future, this will contribute to the substantiation of the content and structure of the preparation of public servants for managerial activities based on a team building approach, to explore their level of socio-psychological readiness for managerial teamwork in public service.
The author emphasizes that the reform of the public administration system in Ukraine, which is being implemented taking into account the European standards of good administration, in particular, the Program for Supporting the Improvement of Management and Management (SIGMA), cannot be carried out without consolidating society around a common unifying goal. Therefore, the task of the study is to reveal the role of team building as an innovative approach in personnel management in the public service in Ukraine on the example of foreign institutions, whose functions provide for the improvement of collective and group methods of labor organization, to improve the quality of public and administrative services, managerial professional competence and personal qualities. public servants.
