PUBLIC ADMINISTRATION OF THE PROTECTION OF NATIONAL VALUES IN THE CONDITIONS OF MILITARY ACTIONS IN UKRAINE: THEORETICAL AND METHODOLOGICAL APPROACH

The article is devoted to a scientific and empirical study of the protection of national values in Ukraine in the field of public administration. The war demonstrated that a strong state is built on the identification of citizens with the state. Common values unite the state and citizens. management of the protection of national values in Ukraine.
The methodological basis of the study is the theoretical substantiation of the features of public management of the protection of national values from the standpoint of systemic, analytical, historical, axiological approaches; systems of interconnected and complementary general scientific and special research methods, in particular, comparative, situational, systemic and structural-functional analysis.
To achieve the goal and tasks of the research, the author analyzed the scientific works of domestic scientists on the issue of protecting national values, outlined methodological approaches to the study of the value of the individual, the value of society and the value of the state. The material of the section is built on the empirical basis of the results of student surveys in 2016-2018 and in 2022 after the full-scale invasion of Russia into Ukraine regarding the definition of the basic values of Ukrainian society (the basis of the study was the National Academy of Public Administration under the President of Ukraine and Kyiv National University named after Taras Shevchenko).
As a result of a systematic analysis of the results of the survey, it was determined that for Ukrainians, the basic national values are universality, social justice, patriotism, tolerance, spirituality, hospitality, respect for the family, "cordocentrism" and a number of others that form the basis of our Ukrainian mentality. The Russian armed aggression against Ukraine is considered by the Ukrainian public as a war of values. It is appropriate to use the author's substantiation of the theoretical and methodological foundations of effective public management of the protection of national values in Ukraine for the perspective of future governance on the issue of strengthening sovereignty and preserving the territorial integrity of Ukraine.
