THE ROLE OF GLOBALIZATION IN THE ESTABLISHMENT OF PUBLIC ADMINISTRATION AS A COMPONENT OF THE NEW INTERNATIONAL ORDER

The article examines the role and significance of globalization for the formation, development and transformation of public administration in the State with a view to determining its place in the new international order.
It is proved that globalization processes affect society, the essence and purpose of the State, and public administration as one of the most important spheres of influence in public-state relations, changing the already established and well-established system of norms and rules, and also forming relatively new rules in the new international order.
The author emphasizes the inevitability of global changes in states and the fact that global governance cannot be a guarantee of sustainable development of states, since the fact of having a single planetary control center deprives states of the right to self-determination, their identity, and independence in decision-making, both domestic and international, and also destroys internal and external sovereignty as a guarantee of the inviolability and independence of the state.
The author identifies a number of actions necessary to avoid negative consequences and achieve the positive goals of globalization, and also identifies possible negative consequences for states under global governance.
The author concludes that globalization processes play an important role in the establishment, formation, development and transformation of public administration in our country as part of a relatively new international order, due to the fact that our country has chosen the course of European integration and the inevitability of globalization.
Based on this, the world experience shows and proves the inevitability of the consequences of globalization, given the scale, dynamics and inevitability of the spread of globalization processes.
Thus, society, the State and public administration, as one of the main spheres of influence in the State, are transforming and developing under the influence of globalization processes that have covered most countries at the global level and have developed the interest of many researchers in researching and studying the issues of these processes, their impact and counteracting the onset of negative consequences, given the relevance of the topic.
