DIGITAL LEADERSHIP IN THE DIGITALIZATION OF PUBLIC ADMINISTRATION

The article explores the concept of digital leadership and its capacity to ensure the effective digital transformation of state institutions, enhance the quality of public services, strengthen the resilience of the management system, and foster the development of human capital. It is established that digital leadership increases the resilience of public administration in times if crisis, particularly in the face of cyber threats and military challenges, while ensuring the adaptation of management processes to the principles of openness, transparency, speed, and accessibility. A digital leader recognizes the potential of digital technologies (the Internet, artificial intelligence, blockchain, cloud services, automation, etc.) and determines how they can transform the functioning of public administration. As an agent of change, a digital leader demonstrates strategic vision, applies strategic approaches, leverages innovative technologies, and adopts a flexible approach to IT project management. A digital leader is characterized by digital literacy, adaptability and responsiveness, innovation and creativity, emotional intelligence, communication skills, and digital competencies. The study demonstrates that digital leadership is a prerequisite for sustainable and innovative public administration, enabling the modernization of the state and its institutions, ensuring high-quality and accessible public services, increasing the effectiveness and transparency of government decisions, and strengthening public trust in the authorities.
