PUBLIC FINANCES IN THE ERA OF DIGITAL TRANSFORMATION: NEW APPROACHES TO PUBLIC GOVERNANCE

The article examines the peculiarities of the digital transformation of Ukraine's public finance management system under current socio-economic challenges. It substantiates that digitalization is one of the key factors in improving the efficiency of public administration, ensuring transparency of budget processes, strengthening government accountability, and promoting open governance. Scientific approaches to the interpretation of the concepts of public finance and digital transformation are generalized, and the role of digital technologies in modernizing public financial management is determined. The purpose of the study is to analyze the strategic foundations of the digital transformation of public finance management in Ukraine and identify the key indicators of its development. To achieve this objective, a set of general scientific methods was employed, including analysis and synthesis, systematization, logical generalization, and content analysis of strategic and policy documents. The findings of the content analysis reveal that the indicators most comprehensively represented in Ukrainian strategic documents relate to the digitalization of budget processes, openness and transparency of financial data, and the integration of information systems. At the same time, insufficient attention is paid to the use of artificial intelligence technologies, predictive analytics, and intelligent decision-support systems. It is demonstrated that the current model of digital transformation of public finances in Ukraine is evolving from the automation of individual procedures toward the establishment of a data-driven public administration system. The practical significance of the study lies in the possibility of applying its results to improve state policy in the field of public finance digitalization and in the development of relevant strategic documents.
