Expert evaluations in the tasks of public administration in the sphere of higher education

The work examines the use of expert assessments in solving issues of public administration in the sphere of higher education in order to predict the number of potential students. This is a priority task of the development of both the higher education system as a whole and a separate university.
The aim of the work is to consider the technology of expert assessment of the factors of university attractiveness, based on the complex application of a number of methods for the analysis of group expert evaluations, followed by the formation of rankings of the factors of applicant’s advantages during entering the university.
The article discusses the main stages and methods of conducting an examination and its importance for predicting the number of applicants wishing to enter a specific university.
Within the framework of the technology of expert assessment, such methods of analysis of group expert assessments as the method of arithmetic mean ranks, the method of median ranks and the Kemeny method are considered. They all give approximate convergence of results. However, the results of applying different methods may differ significantly more, which may result from inconsistency of experts in the group, bias or incompetence of experts, as well as their small number or specificity of the set of obtained expert information. That is why it is important to apply several methods of analysis of expert assessments and further evaluate their reliability by assessing the objectivity and consistency of experts in the group. Considered information technology can find its place in the information and analytical system "Applicant" and have a positive impact on the work of the selection committee in terms of predicting the benefits of those entering the university.
