Peculiarities of the activity of territorial communities in the field of land relations in the conditions of decentralization

The article emphasizes that it is extremely important for our country to carry out democratic reforms, development and reform of society as a whole, as well as the need for reform in the field of land relations, which for many years neglected the state and its politicians. Analysis and assessment of the current situation with land use shows not only its extreme severity, especially after the adoption of the law on land sales, but also the unresolved many administrative problems at the state, regional and local levels. Defining the main aspects of land use and land ownership has always been relevant, the reason for this lies in the definition of the concept of land resources and land relations in domestic practice. It is emphasized that in the current conditions of its existence, our state has not built effective mechanisms for effective action in the field of land relations, most of which are still unresolved. The only significant problem is that the executive authorities are not interested in the process of change in the field of land relations. They try in various ways to maintain certain levers of control, which limits the capacity of local authorities. This is observed in the inventories of lands that did not take into account large areas of agricultural land, which are essential for filling the budget. Although communities have received great land potential, many procedures and processes that require financial support are needed to be able to use available land resources effectively. It is established that all previous attempts to find effective ways to solve problems in the land sphere, especially after the beginning of the decentralization reform, mostly lead to complete inconsistency of the processes taking place in this sphere. It was noted that the authorities finally heard the local leadership and producers and began working together to form a legal framework for regulating land relations. For the first time in many years, communities have the right to comment and make suggestions for necessary changes.
