Improvement of the investment climate formation mechanism in the sphere of the agricultural industrial complex of Ukraine

The article substantiates the relevance of the research topic. An analysis of the latest research and publications was carried out. On the basis of the target approach, the theoretical provisions regarding the improvement of the mechanism of formation of the investment climate in the sphere of the agro-industrial complex of Ukraine, which, unlike the existing one, includes the stage of monitoring the indicators of its functioning and evaluating the effectiveness of the investment investments being implemented are substantiated. Taking into account the modern challenges facing Ukraine, the triad of fundamental definitions of scientific research was considered: agro-industrial complex, investment climate and the mechanism of investment climate formation in the field of agro-industrial complex. The main goal, super-task, tasks and sub-tasks of the functioning of the investment climate formation mechanism in the sphere of the agro-industrial complex of Ukraine have been formed. It was determined that subtasks should be solved taking into account the macroeconomic and microeconomic levels of the functioning of the mechanism. The content of management principles (centralization, information transparency, adaptability, cost optimization, integrity, continuous monitoring, rating evaluation) that correspond to the set goal and tasks of this mechanism is disclosed. The objects and subjects of the influence of the investment climate formation mechanism in the field of the agro-industrial complex, which must be considered at the micro- and macroeconomic levels, have been determined. The tools of the functioning of the mechanism have been formed, which in turn are logically located at the appropriate macro- and microeconomic levels. The main purpose of such an element of the formation of the specified mechanism as monitoring and evaluation is revealed; its main purpose, function, structure and result are determined. A schematic representation of the mechanism of formation of the investment climate in the sphere of the agro-industrial complex of Ukraine is proposed, which clearly demonstrates the presence and interaction of all its constituent elements. The described mechanism makes it possible to prevent mistakes when investors carry out their activities, to adapt to changing conditions in the economy in a timely manner, as well as to respond to the occurrence of previously unconsidered risks or force majeure circumstances. In the context of this study, promising directions for further theoretical and practical research are defined.
