CONCEPTUAL FOUNDATIONS OF PROFESSIONALIZATION OF CIVIL SERVANTS: A HISTORICAL-PHILOSOPHICAL ANALYSIS OF THE PROCRASTINATION PROBLEM

The article is devoted to defining the essence of procrastination as a psychological term in the process of professionalization of civil servants. As a result of the analysis of scientific sources, a historical and philosophical analysis of the problem of procrastination was made.
Having analyzed the author's visions of the term "procrastination", we can conclude that there are concepts close to it in content, such as: procrastination, snooze, avoidance, delay, disorder, unmanageability, laziness, boredom, rest, etc. Often, procrastination is manifested in activity, the result of which is very important to the individual. In this context, it is different from laziness and boreout at work or while studying, resting.
The author aims to investigate the development of theoretical concepts of procrastination, to determine its distinguishing features, determinants and dynamics. All this has found its practical expression in the desire to characterize the concept of "procrastination"; to reconstruct the understanding of procrastination. Today, the understanding of what procrastination is like is equated with activity, the result of which is crucial to man. This distinguishes them significantly between laziness and boreout, as well as at work or during training and rest.
In particular, the article deals with current scientific approaches to the definition of terms. The submission is the author's position regarding the definition of the essence of procrastination as a process of voluntarily delaying the execution of important cases in connection with the underdeveloped willful behavior of the individual.
